The U.S. Coast Guard is undertaking a significant IT modernization project for the Ship Arrival Notification System (SANS) used by the Maritime community for Notice of Arrival & Departure (NOAD) submissions. 
 
This will impact the “eNOAD Portal” and all other NOAD submission methods.

This project will make the Notice of Arrival submission process more efficient for mariners, upgrade security, and improve system resilience. It will also protect our Nation’s marine transportation system by providing the U.S. Coast Guard, Department of Homeland Security, and Federal partners with enhanced visibility on maritime risks and threats.

The modernized SANS, and eNOAD submission process, are scheduled to be online for testing before December 31, 2026, with a full transition to the new system complete by March 2027. The modernization will preserve backwards compatibility with current NOAD submission methods to the extent possible. 

Follow-on Notices will be published on the National Vessel Movement Center (NVMC) portal in 6 months, with more details on the project timeline and changes or actions required for the maritime public submitting NOADs.
