The Federal Bureau of Maritime Casualty Investigation (BSU) hereby announces the publication of the Interim Investigation Report 92/25 on 11 March 2026. The report deals with a fatal occupational accident while mooring the tanker SEATROUT in the Terneuzen lock on 13 March 2025. The Interim Investigation Report provides information about the subject of the investigation, its progress, and the current status of the investigation. On 13 March 2025, a fatal accident occurred on board the German-flagged tanker SEATROUT in the Terneuzen lock (Netherlands). While mooring the ship, a throwing line came under tension. The second nautical officer was caught by this line and pulled over the bulwark. He fell from a height of around 16 meters and died at the scene of the accident despite immediate rescue measures.
On 14 March 2025, the BSU was informed about the accident and immediately launched an investigation together with the Dutch Safety Board (DSB). A few days later, it was agreed that the BSU would lead the investigation.
The investigation into the accident is largely completed. The BSU is currently preparing the relevant investigation report. As the one-year deadline set by the European Union and transposed into national law by the Federal Republic of Germany for its publication cannot be met, the public will be informed about the status of the investigation into this very serious marine accident by means of an Interim Investigation Report.
