PMA issued MMN 08/2026 to remind Masters of Panama flagged vessels of their obligations regarding the timely notification to the Administration of any accident, defect, or deficiency affecting the vessel’s condition after statutory surveys.

All Masters are reminded of their statutory obligations concerning the continuous maintenance of vessel´s conditions and the mandatory reporting of defects in accordance with Regulation 11 of Chapter I of the International Convention for the Safety of Life at Sea (SOLAS), as amended.

Maintaining the operational integrity and seaworthiness of vessels registered under Panamanian flag is not only a fundamental safety priority but also a legal requirement under applicable international conventions.

Therefore, the Master shall ensure that both the bridge and engine departments are fully aware of and comply with the following requirements:
