Coast Guard Sector Corpus Christi is introducing a Performance-Driven Certificate of Compliance (COC) Examination Schedule for foreign tank vessels, authorized under the FY2026 National Defense Authorization Act.
Under this program:
- High-performing vessels may complete their annual COC requirement through a comprehensive performance review instead of a physical onboard inspection.
- The required biennial onboard exam for COC renewal remains unchanged.
- Vessel operators must continue submitting applications as usual.
- The Officer in Charge, Marine Inspection (OCMI) will review compliance history, safety performance, and documentation.
- Eligible vessels will receive a formal letter crediting the annual requirement, with no user fee, which must be kept onboard as proof of compliance.
The program applies only to foreign tank vessels (oil, liquefied gas, and chemical) and does not affect passenger vessels or MODUs.
