This resolution was adopted during the IMO’s 34th Assembly session, which met in London from November 24 to December 3, 2025.

PSC 2025 clearly confirms a shift away from purely certificate-based inspections towards a system-based assessment of the effectiveness of implementation of IMO requirements – covering management systems, operational records, environmental compliance, security, and the interface with RO / Class.

Key aspects of Resolution A.1206(34) include

  • It sets forth the updated procedures and guidelines for port State control officers when conducting inspections on foreign ships to ensure compliance with international maritime conventions.
  • The amendments include a new appendix, Appendix 20, which provides “Guidelines for port State control officers on security aspects”.
  • It is one of several important instruments and reforms adopted during the session to strengthen governance and compliance with IMO rules. 
  • Revised Appendix 21: Updated list of relevant IMO instruments.
  • Amendments: Updates to appendices concerning “detainable deficiencies” for ISM Code, LRIT, seafarer certification, etc..
