The 2nd Extraordinary session (i.e. held outside of the regular meeting session) of the Marine Environment Protection Committee (MEPC/ES.2) was held 20-24 October 2025 at the IMO Headquarters in London, supplemented by hybrid (remote) participation. LISCR participated in the groups in addition to the plenary.

Due to disagreement among participating member States, the meeting was put on hold for one year. As a result, no conclusion was reached, including on the draft amendments to the MARPOL Convention that would introduce new GHG reduction measures. The official record will state that the meeting was “adjourned for one year.” No record of the discussions will be formally released until the meeting reconvenes and is concluded.

The question of how the collected funds would be used, and who would decide on their allocation, was left to be addressed in guidelines to be developed later.
