The Office of the Maritime Administrator, Vanuatu International Shipping Registry (VISR), hereby informs all stakeholders that, in order to capture and reflect the requirements introduced by the Maritime Labour Convention, 2006, as amended, including the MLC Amendments 2022, VISR has revised the Declaration of Maritime Labour Compliance (DMLC) – Part I. This revision is intended to ensure that the DMLC Part I remains aligned with the MLC Amendments 2022.

The revision includes updates introduced, among others, under the following areas in line with the MLC Amendments 2022:

1. Accommodation and Recreational Facilities (Regulation 3.1)
2. Food and Catering (Regulation 3.2)
3. Medical Care on board ship and ashore (Regulation 4.1)
4. On-board Complaint System / On-board Complaint Procedures.

Whenever a revised DMLC Part I is issued in accordance with this revision, the Shipowner is required to prepare and submit a corresponding revised DMLC Part II, duly reflecting the revised DMLC Part I, for review and approval by the relevant Recognized Organization (RO), in order to ensure continued compliance.

VISR further confirms that the DMLC Part I shall be issued with a maximum validity period of five (5) years from the date of issuance and shall be renewed on a five (5) year basis accordingly.

DMLC Part I documents currently held on board remain valid, provided they continue to accurately reflect the applicable requirements, and the implementation of this revision shall be carried out, at the latest, at the ship’s first intermediate survey or renewal survey within its MLC certification cycle, or earlier upon application by the Shipowner.
