The Annual Report on Port State Control in the Mediterranean region for year 2024, is published under the auspices of Port State Control Committee of the Mediterranean MoU. Eleven members states of the memorandum have carried out 5,993 inspections on 4,907 individual ships and the number of detentions increased by 20% to record 196 detentions in 2024 . 61% of the inspections (3,661 inspections) recorded with deficiencies, the total number of detainable deficiencies recorded was 1,290 deficiencies, 16% of those deficiencies were Ro related . The 26th annual Port State Control Committee meeting of the Med MoU was held Online via zoom from 8th – 10th October 2024, the meeting witnessed the nomination of R. Adm. Reda Ismail as the new Secretary General of the Med MoU on PSC starting from 1st of January 2025. On behalf of Med MoU and all the member states, we would like to extend our warmest welcome to R. Adm. Reda Ismail as the new Secretary General of the Med MoU.
The Mediterranean MoU participated to the Concentrated Inspection Campaign (CIC) from the 1st of September to the 30th of November 2024 on Crew Wages and seafarer employment agreements (MLC, 2006), which jointly prepared by the Paris MoU and the Tokyo MoU. The CIC topic related detention rate was 0.7% which could be considered a satisfactory result. The most unfavorable results were recorded for the SEA signed by both the seafarer and the shipowner, and The most favorable results were recorded for the payments made to a seafarers include deductions.
This annual report highlights the developments and activities of the Med MOU in 2024. Moreover, the report also provides port State control statistics and analysis on the results of inspections in 2024. We would like to thank (Israel, Lebanon, Malta, and Türkiye) members of the Management Advisory Board who continued to serve the Med MoU throughout 2024 and all the Member States of the Med MoU for their support during the year and we would like specially to thank all the Med MoU Port State Control Officers and their Administrations. We would like also, to praise the prominent role by EMSA as the manager of THETIS-Med, and the implementing body of SAFEMED project.
