Panama Maritime Authority issued a Marine Notice 11/2025 with subject of Maritime Telecommunication. This notice is actually regarding the radio accounting authority (AAIC).

The regulations and legislation concerning maritime telecommunications for vessels registered in Panama must be handled by authorized radio accounting authorities in all matters related to representation and billing for this activity. The activation and deactivation of satellite terminals is only permitted through authorized providers operating in the Republic of Panama.
