Liberia Maritime Authority issued a Security advisory 042025 to inform Shipowners, Operators, Charterers and Masters of the International Chamber of Shipping (ICS) Circular 25(25) regarding implementation principles from the Turkish authorities regarding the ban on Israeli-flagged and affiliated vessels.
A copy of the relevant implementation principles regarding maritime transportation between Israeli-flagged or affiliated vessels and Türkiye, can be found at Annex A, which has been issued from the Turkish Authorities. In anticipation of an official translated copy, a draft English translation of the document kindly provided by the Turkish Chamber of Shipping is attached as Annex B.
It should be noted, as outlined in Annex A and translated in Annex B, that ships which had already loaded cargo and commenced their voyage to Turkish ports before the implementation date of these rules, will not be subject to restrictions, if they submit relevant documentation. However, this exception will not apply to Israeli-flagged ships or those carrying IMDG Class 1 and 7 cargo or military vehicles/materials to Israel.
