MTN 01-94, Acceptance Criteria for Pressure Vessels on Reflagged Vessels, issued February 28, 1994, has been determined to be obsolete and has been canceled by the Marine Safety Center (MSC).
MTN 01-94 was originally issued to authorize MSC to accept pressure vessels on reflagged vessels that were built to the previous flag administration’s standards. This guidance was rendered moot by the recent release of Navigation and Vessel Inspection Circular (NVIC) 01-13 CH-2, Inspection and Certification of Vessels under the Maritime Security Program (MSP). NVIC 01-13 CH-2 consolidates the reflag process under a single program, and authorizes organizations acting on the Coast Guard’s behalf during a reflagging to accept such pressure vessels without making any submission to MSC.
