The Black Sea Memorandum of Understanding on Port State Control (BS MoU) is pleased to announce the expansion of its ongoing trial initiative to include Recognized Organizations (ROs), effective 1 July 2025. to download Port State Control data pertaining to vessels under their certification.
This development follows the successful launch of the trial implementation phase for Flag States (FSs) and reflects the BS MoU’s continued commitment to enhancing transparency, data accessibility and collaboration across the maritime sector.
Upon receiving authorized access credentials, Recognized Organizations may download inspection related data on vessels under their responsibility in MS XLS and/or XML formats. The data covers a rolling period of three years and includes inspection records, ship particulars, ISM company data, certificate
details and deficiency information, excluding security deficiencies. Certain information, such as certificate names and inspection authorities, is provided in coded format, with a code table made available to support interpretation.
This initiative, currently in its trial phase, will remain under evaluation of the BS MoU Port State Control Committee. Feedback from both Flag States and Recognized Organizations will play an important role in refining the initiative.
The Black Sea MoU remains confident that this step will contribute meaningfully fostering greater alignment between Flag States, Recognized Organizations and Port State Control authorities. Through such collaborative measures, the BS MoU continues to support the shared goal of enhancing maritime safety, pollution prevention and improving the working and living conditions on board.
