Director General of Shipping, India released its report Port state control and Flag state control inspections for year 2024. India as flag state has been acknowledged for better fleet performance and Indian flag vessel qualifies for USCG Qualship 21 program, it recognises the Indian Flag for its’ commitment to safety and quality for the period of July 1, 2025, through June 30, 2026 based on the PSC Performance of Indian Flag vessels in the USA.

India is member of Indian Ocean MOU on PSC and total 513 initial inspection were done in year 2024. The majority of inspection were conducted on bulk carriers which amounted for 45.80 % of the inspections and oil tankers for 5.3% inspections. As per the report more than 80% of the vessels inspected were less than 20 years of age. There were a total on 1786 deficiencies during PSC inspections giving average of 3.48 deficiency per inspection. 139 vessels were found free on any deficiency which is 27.8% of the vessels inspected.

In Year 2024, there were 39 detentions which amounts to detention rate of 7.6%. Total 27 oil tankers were inspected and 7 were detained giving detention ratio of tankers 26% which is almost 4 times of total detention percentage.

There was CIC on Crew Wages and SEA during the year under which there were 144 vessel inspected under this CIC regime and there was no detention for the CIC inspections. There were total 21 deficiencies noted for the CIC inspections.

In 2024, there were 637 initial inspections of Indian flag vessels under the FSI/GI regime out of which 58 inspections were general examinations conducted by Indian RO’s on vessels trading on foreign routes.
There were 4017 deficiencies raised in the 579 initial FSI inspections & 177 in 58 GI with an average of 6.93 deficiencies per ship in FSI.
Three number of MODU or FPSO types of Ship Inspected registered the highest average deficiencies of 15.33 per vessel followed by same number of special purpose ships inspected with an average of 12.33 deficiencies per vessel.

There were 25 vessels detained under FSI in 2024 constituting a detention rate of 3.92%. Among all ship types detained, the highest i.e. 11 were Other Types of Ship.
