The Coast Guard recently released Marine Safety Information Bulletin (MSIB) 03-25: Interim Guidance Related to U.S. Oil Record Book (CG-4602A). This bulletin notified the maritime industry of a misprint contained in the current version of CG-4602A and provides interim guidance until a new version of CG-4602A is published.

This Marine Safety Information Bulletin (MSIB) serves to notify the maritime industry of a misprint contained in the current version (Rev. 11-16) of CG-4602A, Oil Record Book For Ships, and to provide interim guidance until a new version of CG-4602A is published.
The examples, provided on page 13 of CG-4602A, for recording oil residue (sludge) collected by manual operation utilize the incorrect item number, “C12”.
Collection of oil residue (sludge) by manual operation should instead be recorded with code/number “C11”, see red edits below.

The misprint contained in the “Examples” section of CG-4602A will be corrected during the next revision cycle, bringing it into alignment with International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC) guidance contained in IMO MEPC.1/Circ.736/Rev.2 “Guidance for the Recording of Operations in the Oil Record Book Part 1 – Machinery Space Operations (All Ships)”.
IMO MEPC.1/Circ.736/Rev.2 is available to the public on the Coast Guard Office of Commercial Vessel Compliance website.
Questions regarding this MSIB should be sent to the Coast Guard Office of Commercial Vessel Compliance, by email at CGCVC@uscg.mil.
