The U.S. Coast Guard has published a new Policy Letter to help Captains of the Port (COTPs) maintain regulatory oversight of the planning, construction, and operation of waterfront facilities intending to handle alternative marine fuels. As the maritime shipping industry moves to reduce emissions, some of the alternative fuels under consideration present safety hazards and are not adequately covered by existing regulations. The Policy Letter establishes a framework for standards identification, Coast Guard facility design review, and compliance inspections involving fixed or mobile facilities with current COTP authorities.
