Panama Maritime Authority has revised MMC-274 mandating that according to the Standard A4.3.5 of the Maritime Labour Convention, 2006, as amended, regarding Health and safety protection and accident prevention, the occupational accidents and injuries on board must be reported to the General Directorate of Merchant Marine.

This Circular applies to all Panamanian-flagged vessels navigating in international waters (outside the Republic of Panama). The General Directorate of Merchant Marine shall ensure that:
a. All deaths of seafarers employed, engaged or working on board ships that Panamanian Flag are adequately investigated, recorded and reported to the Director-General of the International Labour Office (ILO) to be published in a global register;
b. Comprehensive statistics of such accidents and diseases are kept, analyzed and published and, where appropriate, followed up by research into general trends and into the hazards identified; and
c. Occupational accidents are investigated.

That the e-mail to report an occupational accidents, injuries and diseases to seafarers is casualty@amp.gob.pa and mlc@segumar.com. Given the aforementioned, both the company and ship shall have its internal procedures to send the required information.

Natural death, suicide, homicide, sexual assault and any serious marine casualty taking place on board Panamanian flagged vessels, resulting into injuries or loss of life according of the Standard A5.1.6 of the MLC must be reported to Maritime Affairs Investigation Department in the account: casualty@amp.gob.pa
