As per China MSA, In recent years, accidents such as suffocation, poisoning, and falling caused by crew members, maintenance and construction personnel, and dock workers who illegally enter dangerous and confined spaces on ships have occurred frequently, seriously threatening human lives. The Maritime Safety Administration of the Ministry of Transport will carry out a special governance action from 
January 15, 2025 to October 14, 2025 , aiming to regulate the behavior of entering dangerous and confined spaces on ships, improve the level of ship safety management, and prevent and curb the occurrence of accidents.

On China MSA they have also published a 10 points checklist which shall be used during the CIC by PSCO is as below

  1. Are the responsible crew members aware of the risks of entering an enclosed space?
  2. Does the ship have effective control over personnel entering enclosed spaces?
  3. Does the ship have a complete list of enclosed spaces?
  4. Are the ship’s enclosed spaces properly marked and controlled?
  5. Are gas detection and monitoring equipment regularly tested and calibrated?
  6. Are the emergency rescue and protective equipment in good condition?
  7. Are the operating personnel familiar with the risk assessment operations of enclosed spaces?
  8. Are the operators familiar with the operation of equipment such as safety protection equipment?
  9. Do enclosed space entry and rescue drills comply with the requirements of the Convention?
  10. Are the relevant system documents for enclosed space operations effectively implemented on board the ship?
