The Concentrated Inspection Campaign (CIC) on Crew wages and Seafarers employment agreement (MLC) was carried out in the Indian Ocean MOU region between 1 September 2024 and 30 November 2024. The CIC was aimed to check the conditions of the employment for seafarers, their working and living conditions, health and safety and welfare of the seafarers’ onboard ships, are in conformity with the relevant provisions of MLC and the applicable requirements of the flag State and to raise awareness of
shipowners, operators, and seafarers on the specific requirements.
This campaign was conducted in conjunction with the CIC carried out by the Tokyo MoU, Paris MoU and other MoUs.
During the campaign, total number of PSC inspections carried out by the member Authorities of the IOMOU was 1428 ships with 63 detentions, out of which 1116 inspections were carried out along with CIC questionnaire and those ships were from 59 flags. Zero ship detained with CIC related deficiencies, resulting in a CIC topic related detention rate of 0%.
The maximum number of CIC inspections was carried out on ships under the flag of Panama, with 247 (22.13%) inspections, followed by Liberia with 181 (16.21%) inspections and Marshall Island with 141 (12.63%) inspections.
A total of 20 flags, covering 4.56% of the total CIC inspections, had 117 CIC related deficiencies.
The highest number of CIC inspections accounted were of bulk carriers 569 (50.99%), followed by Container ship 159 (14.25%), and General Cargo Multipurpose ship 144 (12.90%) The CIC related deficiencies were mainly related to the followings:
.1 Are wage or salary payments in accordance with any applicable CBA or SEA – 18.80%
.2 Is the seafarer able to access information regarding their employment conditions on board – 17.09%
.3 Is the seafarer given a SEA signed by both the seafarer and the shipowner or a representative of the shipowner – 11.11%
As per the analysis of the questionnaire during the Campaign, it is found that the particulars included in the seafarer’s employment agreement comply with MLC, 2006 requirements with a total of 1110 vessels.
The results of the campaign will be further analyzed, including additional information gathered, and the findings will be circulated among the member Authorities for remarks and observation. Thereafter, the report will be submitted to the Eleventh Sub-Committee on Implementation of IMO Instruments (III 11).
