MPA Singapore issued Port Marine Notice 17/2025 reminding the shipping/harbour/pleasure craft community to inform Immigration & Checkpoints Authority (ICA) of any onshore medical evacuation cases involving crew members or passengers of any vessel within Singapore waters.
The circular was issued in light of a recent incident where neither the vessel operator nor the shipping agent informed ICA of an onshore medical evacuation case. While ICA takes cognisance that immediate medical attention should always be the priority to the injured crew, it is imperative to inform ICA as soon as possible to facilitate proper immigration arrangements to the injured crew and/or any crew accompanying the injured crew entering into Singapore to seek immediate medical attention via the
ICA Sea Checkpoints, gazetted marinas and unauthorised/ungazetted landing points.
Under the Immigration Act 1959, Section 5(2) stipulates that a person must not, unless compelled by accident or other reasonable cause, enter or attempt to enter Singapore except at an authorised landing place, airport, train checkpoint or point of entry. Medical emergencies may constitute a reasonable cause, but it is essential to inform ICA to regularise the entry.
